Hi,
I created two DLC-GA.
One that seems to be open for everyone, even if they didn't own the game.
Do I give the Winner (who doesn't own the game) the DLC?
Or should I request a reroll until someone who owns the game gets the win?

It's weird, normally only people who own the base game are able to enter DLC GAs... Maybe report it as a bug? (I don't know, never had that case :o )

If they do not own the base game, Steam prevents them from activating the DLC key.

DLC giveaways only allow players who have the base game on their Steam library. Plus, anyone who tries to redeem the DLC key without the base game cannot do so; the key redemption pop up will give an error message.

Yeah I know that, but Steam doesn't show that. Thats why I ask here what to do.
Give the Dude the DLC?
Request Reroll?
Write support?

The winner does not necessary need to own the 2017 version to use this dlc - there seem to be different versions of the same game on steam as this one gets annual updates. What I'm saying is that in-depth research of the winner library is required.

Actually, this DLC is weird: I don't own any Train Simulator game, and yet I can buy it (for myself ) :s
