• end of sale dates, and people being able to take UP TO 7 DAYS to accept a gift.

If a Steam gift is delivered via email instead of as a Steam friend, isn't the game already paid for so the sale's end doesn't matter? I looked into the whole regional pricing thing. Apparently, it's usually not an issue if you live in a developed country where the game in question is priced highly, like for me in the UK. You'd run into trouble if you lived in a country with "cheaper" pricing and tried to send it to somewhere such as the USA or UK since that could be exploited by people wanting cheap games.

The generally accepted rule-of-thumb is that you can't gift to a region if its price exceeds yours by 10% or more. Steam will sometimes permit larger differences, but the conditions for that aren't fully understood so I wouldn't risk it.
You can check the relative regional pricing for a game on its SteamDB page, e.g. CP 2077

90% isn't fully safe either... if one region gets a higher discount when comparing to USD the game could still go reduced... or even 0 CV(see granblue fantasy versus)... 0CV now despite never being free.
and apparently random sites not on ITAD(so high chance of being an aftermarker reseller... so single digit # of keys)... are being included(see lumberhill... now reduced because of a site on ITAD having a higher discount... you can trace basically every single GA for it to fanaticals mystery bundles/bundles that do not exceed 90% discount... or lootboy)

I got a mod reply regarding Lost in Random's 90% off in Steam storr, that it won't be added to the reduced CV list
So there have to be rules, just not shared.... or very consistent. Definitely would be good if they'd explain, and draw a proper line.

The rules are relative clear since years and they shared that they don't want to give a exact percentage, that not all orientate on this to exploit it maximum possible.
99 - 100% = free
95% = reduced
92 - 94% = moderate - high chance to get reduced (if exploited). Mostly because or regional store prices AND the fact that a bunch of people exploit it on sg (so as more exploit it, as higher is the chance that low priced games gets checked for their regional prices, compared to the $ price)
90 - 91% = low chance to get reduced (but happen sometimes if [heavily] exploited)

I think sales don't usually affect CV, only on very extreme "near-free" cases.
I've found that games sometimes go on sale exactly when they come out in some bundle so even if you pay the premium on the store it'll still be marked as reduced value.

There are several factors. You can end up wasting a lot of time worrying about this stuff.
IMO, the way to go is to simply give away games you think people will enjoy and/or you have extra from bundles, and just sort of let things come as they may as far as cv goes.

Sales don't affect CV. Only bundles, giveaways, base prices, and some cases, volunteers. Sometimes a game's base price changes on steam by developers/publishers. If a game goes to free forever and not just only for a free-to-keep weekend or the base price decreases from 60 to 40, then your CV will decrease too. Same with some volunteer actions where shitty overpriced games like those that cost 450€ will be flagged as noCV.
Because of this, you need to periodically top up your cv
btw steam sales are not so great if you want to farm cv. Keyshops are your friends like gg.deals that are safe. You need to find high base priced bundled games like Xcom 2 that are cheap or games like Heads Up! Phones Down Edition! that costs 1.5€ on Gamersgate and gives you full CV of its 40€ base price (you only can give away 5 copies of a game)
IMHO don't farm cv if you only do this for higher change of public giveaways. They are still a low chance. You will not win more than you paid. If you want more games, find groups with good admins and with rules against leechers. Make your giveaways there. They have a higher chance of getting back something.

a) You can give much more copies away as 5.
But the ones above 5 give with each copy lesser cv.
b) If a base price are $40 and you buy the game in a shop for $1.5 then you can be sure that it will be set to reduced cv (=15%) as soon as the mods see it (mostly because of a ticket).

a) True, but it is easier to remember the 5 rule than the 90% of the 90% rule after 5 ^^. (Just quick math, after 23 copies you get less than 15% cv for a full cv game) If you buy them for GA, you should not buy more than 5 anyway
b) not for seasonal sales like the gamersgate one because it is not highly available. And there are many more full cv games out of there with 90-95% off that can be used for this. I just made an example.
c) again, pumping up cv just for the sake of it, is a complete waste of money.

Hi - I wanted to put in my little bit of knowledge but first ask you some questions if that is ok (to try to help you out)
Are the games from a key store like Humble or Fanatical or from Steam itself - because if it is from Steam it will be sent as others have said as a gift and you will NOT be able to send it to anyone with more than a 10% difference in price (higher or lower)
Are you buying these with the sole reason of levelling up your account? If so then I wound't bother levelling up only means that if a level is placed on a giveaway can't be entered by anyone lower - which of course you know.
What I think you and many others seem not understand or know is that levels make no difference in how much you have a chance of winning a lower or non level giveaway (a level 10 has as much chance as a level 0)
If you still want to buy games for giveaway then ask about region locks on here first (plenty of people have more knowledge than me) and I would look at bundles because they can be good value for CV (sometimes) and mostly the threads here mention region locks (if any)

My most recent giveaways will be Steam gifts. In some cases (like Cyberpunk) the game isn't available at all outside of Steam or only on other platforms (like GOG) or from grey market sites. In cases where keys are available from other stores like Fanatical, in retrospect I agree that this would be a better option.
I'm surprised to hear that gifts cannot be given to countries that are more than 10% lower. You'd think that Valve would want to make more money from the game purchase, though I imagine it's more complicated than that.
To answer your question about my motivations, yes and no. For the games I'm giving away that are heavily discounted such as Dragon Age II, in part it's to level up. Also I think it's nice to give away games that are probably less commonly seen here due to their lack of bundling. I'd like a boost to my CV so that I can enter the higher-level giveaways. At a minimum I wanted to reach the second level because I think that's where the bots are separated from the genuine users to a good extent. (Or at least that's what I imagine, since $25 of value is a significant amount to invest into a single botting account.)
I don't expect to reach a higher level than 5 since I'll mostly be giving away duplicate bundle keys. But on the other hand, while I'm buying Cyberpunk 2077 on sale at 50% off (it would be a bit too much for me at 100%), my motivation here is 99% passion for the game rather than a CV boost. It's one of my favourite games of all time, so I'd love to provide that same experience to someone who perhaps can't afford it or hasn't tried it for other reasons.
Regarding the odds of SG, confession time: I like to gamble sometimes. I am very much accustomed to terrible odds. While the odds of winning games on SG are astronomically higher than winning the lottery, I don't expect to win more than 5% (in value) of what I'll be giving away. In my own giveaways, I like the opportunity to make somebody's day by giving them a game they may be interested in. Of course, there's a chance it'll be a botter who wins which is unfortunate. That's the only true downside I've seen to SG so far and I realise there's nothing the site staff can do about it.
As for the giveaways that I enter, as someone who sometimes gambles I'll admit that I find the process of entering a prize draw quite thrilling, even if I don't win. And there is of course the fact that in those cases I'll be winning a game I'm interested in. I only enter those that interest me, which I know reduces my odds overall but that's okay.

You are able to gift to cheaper regions but not to the regions that are more as 10% higher priced as the listed price in your steam store.
They do this to prevent reselling of the games.
As example somebody from the usa pay someone from south america to buy a game for him, would save a lot of money for this guy, the other one would earn something and the publisher, developer and steam would lose money because they would have a lower earning.
And yes, this was the case before steam implemented the not giftable if the price is somewhere 10% higher.

With each higher level the amount of multiaccounters and bot accounts get lower but you have them, sadly, till up to level 10 (i hunted a lot of them down) and, sadly, not in a small amount. I assume that around 40% of the accounts are autojoiners, multiaccounters and other cheaters.
To reach $25 are ultra easy when someone want to cheat/exploit/abuse and cost him only a few cents.
I know accounts that got pushed to level 5 for around $5 - $10, if they don't gone the direct route with pushing the level with freebies (in many cases stolen with multiple accounts) because a lot games aren't listed as freebies on sg and the mods never adds all freebies.
So yes, i seen level 5 accounts that reached the level only with freebies or a level 8 user that steal with 30 bot accounts on each freebie site and is then "generous" with gifting this games then on sg. Sadly he don't get perma banned/suspended and the most groups don't interest where someone have his games from (legal or illegal).
The screenshot shows how extreme he gift freebies away and the shown stats are not accurate because only a part of the freebie games is listed correctly, which means the freebies number would be much higher if the mods would set all free ones correctly onto the free list.
I hope i will win the Cyberpunk GA, i played it a bit at a friends home, on Stadia, and it made a lot of fun.

If a game reaches 95% off in any region or on any store when compared to USD price then it will be considered bundled
E.g. USD price = $99.99, 90% sale = $9.99
But price in Russia = $49.99, 90% sale = $4.99
Game will be added to bundled list and not necessarily immediately. It could be days, weeks or months later. But it will be retroactive.
E.g. 90% sale date is 13 August 2024. Added to bundle list on 31st December 2025. Bundled effective since 13 August 2024. Any giveaway from 13 August 2024 will be retroactively marked as bundled CV.

I don't think this was clarified in the FAQ, apologies if I'm wrong. I know that bundles cause CV reduction, but if for example I gifted a $60 game that had never been bundled (full CV) at 50% off, would the CV reflect that? In other words, would it add $30 or $60 to my CV?
