So after trying and managing to play it, I'll post my important specs and system settings here.
Core i7 first gen @2.67GHz per actual core(4 virtual)
4GB RAM
Nvidia GeForce 310M
Enough free space on both the Windows drive and the intall drive
Japanese Region(Windows 7)
That's about all the stuff I need to share.
EDIT: I forgotten to state I also had Silverlight and the .NET framework at the start.

I have 1280x1024 and in no way by the current standards my resolution is high.
Edit : I spoke with the developer and after telling him everything about my pc that he needed to know he doesn't have any solution. To be honest, i feel sorry for not being able to try it and also wasting a copy that otherwise could've work at another guy.

You can remap keys in game. Press the "?" button to bring up the menu in while in space.

Actually "Mission 1" is to bring up the menu that remaps your keys. ;)

Just FYI: you shouldn't need Silverlight to run the game. I've never installed it or written a line of Silverlight code. ;)

I'll have to try that when I get home. In Windows 8, I have it installed to my default Steam folder, which is on Another drive (where Steam is also installed), but when I start up it will just load a black screen (the music plays) and if I move the mouse around (it's invisible) occasionally I can hear a sound like I am passing over a button. If I alt-tab out, and alt-tab back in, it will fix it so it displays properly. Maybe if I install those updates it will help unless they came with Win 8. I have my latest video card drivers (nvidia).

Actually looks like at least .net 4.5 is included in Windows 8 already (there is a note on the download saying so). XNA probably too since there is only a Windows 7 download for it.

This is for the people who encounter the crash at starting the game. Since i'm at work now and didn't had time to try to solve it myself. So on the way to work i thought of a possible reason why it would crash and the only reason it came up to my head it's because the lack of frameworks installed on your PC. You would need all the latest packs from Microsoft regarding framework thingies :
XNA Framework 4.0
.Net Framework 4.5 and
Microsoft Silverlight ( I don't know the last version )
Edit : Those above are for Windows 7. If you have Windows XP without automatic updates on, please download also the last Windows Installer ( 3.1 i think it was the last ) in order to install XNA and .Net
Installing those 3 might make your game work. If you manage to solve it this way, please reply so i can modify this post and have an easier time solving this thing when i get back home .. ( In 9 hours -_- )
So, the solution is simple : Delete the installed copy, and reinstall it in C:\Program Files\SteamLibrary ( If you have a 64bit Windows make it C:\Program Files (x86)\SteamLibrary ). I talked with the dev after i told him that this worked and he considered it a plausible solution. So, go ahead, you might find it useful.
