Point #5 of Rules:
When a raffle ends and the owner has to allow a minimal collection time of 24 hours, if the owner does not deliver the goods do not contact the admins or moderators directly. Rate the owner then report, if the owner is found to be doing this on multiple cases it will be looked into.

You can report him for that. Also, raffle requirements should be a banneable reason too.

He had no written rep requirement(Those are allowed currently, as long as they are written), and I don't believe he allowed you 24 hours, so he is still obliged to deliver. If he still refuses, add me or something and I'll take care of it.
