I've been recently working on an SG group management tool that I think might interest you.

I think the tool will be useful to you for both checking new members for:
• Level 4+ on steamgifts
• Minimum ratio of 1/3 (Sent/Won) or above on steamgifts

And also for checking user created giveaways for:
• Minimum a ratio of 1/3 (Sent/Won) or better in the group
• Duration of GAs: min: 24 hours, max: 1 week
• No region restricted GAs
