Hi Eken, welcome.
As you discovered, making gift giveaways from Steam is rather difficult. I find it much easier to buy the game elsewhere, such as Humble Bundle or Fanatical, and then making the giveaway. You can paste Humble Gift Links right into the cd-key field on SteamGifts, and it'll treat it like a key and reveal it to the giveaway winner when you say to do so.
I encourage you to complete a giveaway - it doesn't really matter what, so long as the game hasn't been given away for free before - so that you move up to at least Level 1. At Level 0 you're competing with the most people for the fewest giveaways, and you're looking at another 750 giveaway entries before you actually win something. At Level 1, you'll gain access to many more giveaways and compete against 1/10th as many people. Games from bundles that you're not interested in make great initial giveaways.
You may also want to join groups, such as Unlucky 7 - that's how I got my first wins.

I think Humble Store links don't work (unless that got fixed) but Humble Bundle links do. Not that it matters for any other site than Humble anyways since you can always get the key yourself and give that. HB just flags you as a reseller and refuses to give any support if you give them away as keys instead of gift links.

Sorry, I should have clarified. If you buy any of the Humble Bundles, you can just paste the gift link into the giveaway field. If you buy something from the Humble Store, you should just do it normally and paste the CD Key into the giveaway field.

Don't feel bad. During my first week I gave away a couple of free games (which was against the rules at the time) and the giveaways got closed. Luckily the mods were nice and didn't suspend me. I think a lot of people make mistakes at the beginning but as long as you learn from it you'll be fine!

You are not the first one to come crashing cause of Steam "smart" gifting policies, many people get locked cause you can only gift from steam to where the game is sold at the same value or 10% above what you pay..
But you now know, as many suggested there are a few sites/stores that can help you GA games without too much thinking about can I gift this to this person etc. To repeat these nice people those are Fanatical, GMG, Chrono, Humble Bundle, Indigala and maybe some more that I forgot.
I do a bit of graphics as a hobby but currently don't have time for it, hope you find someone who will make it for you :)
