There are some groups that require their member to agree to a deletion of a giveaway, if the key does not work, e.g. https://www.steamgifts.com/discussion/O5LX8/group-delete-giveaway-if-key-is-not-working

I would not create a public giveaway.

Should I make Giveaways anyway or not?

In case the key does not work, you have to deliver the game in some way, or agree with the winner to delete the giveaway.

It's up to you if it's worth the trouble. Alternatively you can drop them in the orphan keys topic, or give it in groups where it's a rule that the winner has to agree on deletion. ("Lootboy SG", or "Delete giveaway if key is not wo")

Although you might want to use your deletions sparingly, each deletion removes one of your giveaway slots to make a giveaway. I am not sure if ultimately this subtracts down to nothing or if there's a bare minimum.

For each 3 giveaways that you make successfully, you will get 1 additional slot.
