In essence it's very simple: you enter giveaways for a chance to win, and you gift games yourself (non free ones that is, more on that in the faq already linked by some) to level up to gain entry to better chances giveaways.

essentially you can enter raffles for giveaways created by other users.
you have 400 points to spent on whatever giveaway (GA) for games that interest you. your points refill themselves, 6P/15min.
the more other users participate in a GA, the smaller is your chance to win. so dont be sad if you dont win.
to level up here you have to make Giveaways yourself. different games have different values, based on US prices on Steam. bundled games give only 15%, games that are or were once free have no value. the higher you level up, the higher the amount of contributor value (CV) is needed for the next level.

btw... some GAs you wont be able to find in the big list of GAs.
some ar exclusive to groups (you can find groups to join in the group recruitment section... or are invite only aka private GAs that are often hidden behind puzzles in discussions here in the forums.
