I'd say it's bad form, except for the rare cases where DLCs have considerably more content (and value) than the base game. In those few cases, I'd check with the giveaway creator first.
Examples: Magicka Collection, Dungeon Defenders Collection. Nothing else comes to mind at the moment, but you should be getting the gist of it.

For me, depends on the giveaway and the giver's description. If they say not to, I don't. If there's only 1-2 DLC in the GOTY, I don't... if it's an extensive amount of DLC then I might. Also the price comes into play for me too... if the base game is like $10 then I'd be more likely to enter compared to if the base game was $40.

Hey :) I'm a new user so not sure about the etiquette. Would it be considered reasonable to enter for a giveaway for a GOTY/full edition of a game if I already owned the base game on steam with the intention of collecting the DLC?
Also in that case if I understand it correctly you don't end up with both versions installed and that the DLC attatches itself to the game you already have? In that case are you given another key/giftable base game or is that effectively deleted?
