They aren't out of keys. They made a pricing mistake, and they have to negotiate with Bethesda about the partially filled orders. Naturally, they cancelled and refunded unfilled orders. They have a page explaining it here:

Worth noting: It'd be better to buy the GOTY version when its cheaper. I just grabbed a key the other day (assuming it was from GG's mess) in exchange for a 5 dollar game =)

DLCs alone are worth getting (some more, some less, true, but worth it). And those biggest mods quite often require DLCs. For example Mission Mojave or NVEC - both big bug fixers require DLCs.

They should. Ultimate edition just means that you get all the games DLC.

Might be cheaper to wait for the Ultimate Edition to go on sale, I would be surprised if it wasn't in tomorrows sale....it usually always shows its face on steam once a sale.

I waited and waited and it did not show up so I couldn't help myself now and I bought it from GG. I would have rather bought the UE though. Maybe the sale will apply to the DLCs separately (this happens, right?) and I will buy them then.
