I think XX30 series aren't recommented for gaming, just HD video playback. You might wanna check that, maybe there's something your hardware can't handle.
Btw, I'm running it on a 5770 without problems. All maxed except PhysX (obviously), average 40-50fps.

Well, it's not a texture bug. As you are currently looking at the sun ingame, I'd assume it's a bug with the light shafts (god rays), similar to what a friend of mine encountered in the UDK. Does this also occur when you look away from the sun?

Then I am certain that it is said bug with the light shafts. Sadly I don't know a solution to this, but you could send it to Gearbox so they can look into your issue.
The only solution we found back when we had the bug in the UDK was to reinstall it.

To anybody out there who experiences this Ati Borderlands 2 god ray bug, All you need to do is install nVidia's PhysX. Even though we are ATI, it seems they left of required files or something. Install it, turn your physics in-game off (unless you think your cpu can handle it) and enjoy. Peace.
