Can one play VR games on PC normally without VR setup?

It depends. Some VR games on Steam have Non VR versions as well and by purchasing the game you get both:

And then there are games with only VR mode like this:

On the page of the game you can see a red warning sign, saying that you will need a VR gear in order to play the game!

For the game "Serious Sam last Hope VR" you would need a VR gear.

I'm pretty certain that Serious Sam VR: The Last Hope was built from the ground-up for VR only. So in this specific case, the answer would be no. I have it and can check for certain when I'm home in about 10 hours.

Edit: Actually looking at the store page, it now explicitly states 'VR Only'.
