Newbie question: Trying to make a giveaways. Game not found in the list.

I have a question.
It's the first time i try to do a giveaway

I've just buy "Theatre of War 2: Africa 1943" and they give me an extra key for the game.
I try to create a new Giveaways but i can't found this game in the list.

Whats happend?

The list appears to be bugged at the moment, there are a whole bunch of games missing. I'd assume it's a bug and wait a little while for the admin to fix it.

Try later. The list is currently updating or syncing or something with steam store. Should be okay after a while.

One comment. I have my own copy in my library. However i got the second key "outside" steam. It's ready to reclaim, bit is not in my inventory.

This could be the problem?
Can i giveaways only having the key and no the game in my inventory?
Can i add the key and make a "gift game" into steam?

Giving away keys is allowed in most cases. There are some games for which keys aren't allowed because they were exploited (check the FAQ), but Theater of War isn't on that list so you're fine. Just send the key to the winner via e-mail or Steam chat.

You can use it for a giveaway but you cannot transform it into a Steam gift.
