They just updated the site to SG 3.0. That's how the new CV system works. You give more games than the average person, so the site feels that you have the means to buy your own games and you don't need to win as much as everyone else. The handicap system limits your points to prevent you from entering as many giveaways.

They say they changed the system to help the less fortunate people win more games, but I think they did it because support is overloaded with so many user reports of people regifting games. Now that you are penalized for giving too many games, there is no incentive to regift the games that you don't want because your bot automatically entered the giveaways with the best odds of winning.

It is now against the rules to create giveaways in the discussions boards as well. All giveaways must be visible on the main giveaway list. They made this rule to make it fair for the bot users and the people who just want free games, but don't want to be active in the community or take the time to look for giveaways.
They also banned all puzzles because it is discriminating against the people who are not as smart. Plus there are those who are just too lazy or don't have the time to solve puzzles but feel they are entitled to win your games.
I heard they are planning on removing the black and white lists next. There have been numerous complains from entitled people about being left out of giveaways because of this system.

Those all sound like positive changes. I might also suggest that the bundle CV mechanic be removed to stop people complaining about their CV dropping unexpectedly, and to further put people on a level playing field and to end arguments about CV exploitation the only giveaways allowed should be for region locked train simulator DLC that has been on a 99.5% discount in Russia after factoring in exchange rates.

This is no longer a problem on SG 3.0 because lowering of your CV is desired. If they removed the bundle mechanic and gave everyone full value for their games it would cause a problem for the people that only give away bundle games. They would get the full credit as if the game was unbundled which would artificially inflate their CV and the new handicap system would start lowering their points to prevent them from entering as many giveaways. That would be counterintuitive on the new SG 3.0.

Seriously, I go away for a bit and my CV goes up and then I make some giveaways and it goes down. The whole system is a shambles and I'm deeply puzzled by it.
