Thanks for editing these out. Even if the creator does not seem to know what he's doing, it's not right to present him to the public like this.
Regarding the GA: As others pointed out, he will probably not be able to ask for a new winner, as long as he can't prove where the copy has gone - but you will probably not receive a game from him either.
So just mark the game as not received after 7 days and move on. I'm sorry that this was a waste of time for you.

I had this happen when I was trying to activate a gift a friend sent me. I don't know why it happened. It just kept saying it was redeemed but it wasn't anywhere. But after a couple times it just worked. I would say this is Steam's fault probably.

well i definitely clicked more than 5 (maybe just 6 lol :] ), i cant activating the gift since the steam client didnt give me the notification (normally i will get the gift notification on my steam client after i clicked the link from the email by steam)

The creator need a good reason to ask for a reroll thought, he won't be granted a reroll on the basis the he want to level up; you have 7 days to activated and marked received, so they wouldn't give him a reroll before that unless you have unactivated games, already have that game or things of that nature. So I'm not sure how he will get a reroll because you have a problem receiving the game, I don't think he understand the process really well? It seems kind of weird... Sorry I can't help out more, good luck with getting your win, but you might end up having to just marked it not received and let it go if you can't get it...

Since this wasn't mentioned: he can't ask for +rep for a giveaway ofc. Don't ever do it. Feedback for giveaways is not the same as trade feedback.

I had a similar problem recently. I couldn't activate the game and kept getting the same error stating that the gift has already been redeemed. Furthermore the gift was sent directly to my account(I already had the GA creator on the friend list), but it didn't show in the client - I only got an email. I contacted the GA creator and asked him to check the status of the gift and resend it. After that I could claim the game without any problems(a notification also appeared in steam). It seems it was some kind of a steam error.
Edit: The activation link from the email didn't work regardless if I chose to activate it through the client or complete the process in the browser. However if it was only a problem with the link the gift should be visible in the client, so I'm quite sure that the error occurred while sending the gift and not in the reception process.

I had the same probkem with one of my GAs some two month ago. He contacted me both through email and Steam with the same error as yours. I just resent the gift and it worked like a miracle.

Well, usually it is because the creator choose the same copy and send to few person. And it turn become something like this. So if the gift not disappear from the inventory. He should resend it...

I've had 2 wins that were already activated, I contacted the people who ran the give aways and spoke with them and kept it civil they said sorry but they must have messed up and used the code from a bundle or something.
Any ways long story short ask them to provide a working key if they don't after a week mark as not received and report the user.

Thanks for visiting my thread, well most probability is that this bro is sending free key obtained from some giveaway site eg. indiegala (they offer free keys oftenly), but steamgift has banned those game as giveaway
so they only can make another title's giveaway to send those key, but then he claimed that key too....

the creator of the gift giveaway can see where his gift has ended up, so ... if you accidentally rejected it , it was sent back to his inventory. If you , or anyone else used it, GA creator would be able to see who has used his gift.
So no his story doesnt hold water, just wait 7 days and report it as not received.

If the gift was sent via email, then it's an issue on Steam's end. I've had the issue in the past, and have heard of several other people having issues as well.
Seems that for some reason Steam created a bug in sending gifts via email around a year ago, probably about the same time as the major pushes for region locking and other crappy things they did, and ever since there's been a pretty regular issue with them not redeeming and saying they've already been redeemed, etc.
Usually the easy solution is to have a person send it through Steam by friending them. That's the reason why I advised I would be adding the winner of my Banner Saga GA on Steam to gift it. Figured I'd skip over the rampant issues with emailing it and just give it to them directly so issues like this won't pop up.

First of all, thanks for watching this thread (i know it may be dumb or silly or just bored but pls be kind to read through it, tq)
Things are like this, i won a game as usual , check mail, got email from steam , open, click the link
Then the problem started, the page shows this :

I added the creator of this giveaway to have a conversation with him, i tell him what i faced, and he tried to understand what i m saying, but he seems like i m lying or else, he just make me feel i m a lier...
Next, he keeps saying that he want to do a repick of winner of this giveaway, i told him no, because i want to ask others people whether they encounter this problem or i just want some time to check this problem at steam support
But he said he is in hurry to level up, so that he is able to join fallout 4 giveaway (lol, i really dont know what to say at that time)
So i just leave him to be able to do a request for new winner for this giveaway,
Actually i need to go out to buy some essential item, but i spent lots of time with him, in the end i tried to keep him in my friend list so that i can contact him if i found the solution for this problem, but he refused ( ok nvm if u refuse to do so... i cant force u :/ , so he removed me in the end)
