Ps vita or 3dxl
I've both and I don't play to any of them. I've played 2 o 3 games with PSV and 20 or 30 with N3DS. It's on you and what games do you want to play.
If you're interested, when I travel I take one or two of this devices:

I bought my 3DS a couple years ago and I love it. It has a wonderful library of games. I don't have a Vita but I haven't heard too good of things about it. I would definitely get a 3DS

I'm sure everyone has beaten this fact into your head by now, but the 3DS has a much better library of games.
Here is a list of games that I believe have potentially infinite hours of playtime:
Moreover, Nintendo games are usually of high quality and their prices (both retail and second hand) remain consistent so you don't have to worry about major price drops after you buy a new game (but the con of this, of course, is that old games are still at launch price if you buy from stores). You'll also have better luck picking up second hand games from people on local classifieds opposed to Vita where the smaller population of owners means less people selling their used games.
Ultimately, it's still up to you. Nintendo games are often looked down upon as "childish" but they certainly are fun and I don't know many who can resist them.

I've got the 3ds xl and love it plus the New 3dsxl looks really awesome if you are interested in using the 3d feature. In general I'm just a Nintendo fan and think they have a wonderful library with a decent amount of variety so pretty much anyone can find a game to enjoy.

I have both, personally i spent more time on Vita than on the 3DS. The reason is because i found more interesting titles on Vita, visual novels and rpg's mostly. On the other hand the 3DS is the king of platform and puzzles games.
Also the battery, 3DS last way longer than Vita. When you have a power source nearby that's not an issue, but since you want them for trips, i'd consider the duration of both. With full volume and brightness, my Vita lasts for around 3-4 hours. 3DS over 10 hours.
If you can, ask someone who have them to try them out (sometimes on stores they are exposed and you can touch the buttons and see how it works). I say this because i'm unable to play on a 3DS for more than 1 hour, after that my hands start to hurt.
At the end is more of a matter of what kind of games you prefer.

PSVita has only a couple games that would justify buying it, while the 3DS has a whole library full of system sellers.

I am interesting to buy one but i don't know which one to get.
Any person that have any of this device that can give some advice
I check other forums but mostly are old so i am mostly curios of this year.
The reason i am asking is because i will go on a ship and will have allot of time to kill and waiting to play on a console when i get bored or bad weather.
Also i don't have internet connection, i have a good laptop and tablet and telephone but still a gaming console will be nice.
Thanks for the help. I will choose Nintendo 3ds to play Pokemon.
