It would probably be a better idea to include all the instances in a single report and choose the most serious violation or the one being repeated most often as the main reason for the report (i.e., the category), provide a link to a violation related to the reason in the 'URL' section, then add further proof/explanations in the 'Notes' section.
If the user still breaks rules after you've filed your report, wait for a time that's reasonable enough for support to deal with it (I'm not sure if cg is still alone in this), maybe document the links/proof in a .txt file on your desktop (if you're willing to spend the time to do it), then proceed again in a similar fashion.
That way, you don't spam their report boxes and you also deliver a good point in a single ticket about users who are repeat offenders. And it's also easier for them to determine how guilty people are, given that they'll have all the evidence in a single place.

Create separate reports if they fall under different categories in the dropdown. For example, if they posted a referral link in one comment, and they were begging in another, two reports is fine. If they posted a referral link in three topics, just report it once, and list the three instances under notes.
Edit: Yes, you're right about the feedback fraud, it's users creating or receiving fake giveaways to boost their value.

are you trying to work something around the abuse of contributor value? now it's like 10 real contributors for every 50 fake ones with empty profiles and $1000 of generously gifted games in private giveaways. kinda loses the point and only helps those bastards by multiplying their chances to win.

The giveaway creators can ask for rerolls, if the winner has broken the rules. At least, in the case of abusing the contribution system.

Excellent! However, why do you use a quantitative report system? The 1 report of a serious abuser avoiding the public eye can have more time to run rampant to the hundreds of beta key/guest pass posters that have 100's if not 1,000's of reports.

Maybe is a good idea renaming these 2 categories: "Regifting or trading won gift", "Not Activating Won Gift", to "Regifting" and "Trading or Not Activating Won Gift" for example?

And also, not relevant, but I've been wanting to make a giveaway for multiple legitimate copies of Guns of Icarus (the original, not online), and it's been removed from the list, is there anything I can do about this? (I posted a support ticket a few days ago, but I figured it'll be easier to catch you (CG) here than through the swarm of support tickets you've gotten recently).

You'll see a new button on profiles, Report User. If you click it, a form will appear where you can select a reason to report the user and provide us with additional information if necessary. Please use this new button when reporting users, as the related categories have been removed from support. This way, user reports are better organized, and we can deal with the most reported users first.
