I've never used SGTools, so I can't say for sure. I've also not contacted support, since I felt a bug report was more appropriate. If this doesn't get resolved (or if it can't be resolved, as adam1224 speculated below), then I'll worry about bothering the poor support team. :p

It's not a bug, if you didn't get the full copy mark it not received. As far as I understand it Beta keys that don't transform into the full game are not allowed.

That is the general rule, but as CG himself commented on the giveaway it certainly had approval at the time. While I may very well be able to mark the giveaway as 'not received' (presuming the site lets me after all this time), it seems a bit disingenuous to the giveaway creator, as the giveaway was very clearly marked as being for the beta. As such, I maintain it is indeed a bug—an understandably-overlooked one, mind, considering the general ban on beta giveaways.

I seriously doubt it's a bug on SG that could be fixed - both giveaway's Steam link forwards to the game's page - likely the game's page was a beta-page first, and instead of making a separate page with separate UI (and appID) they just remade/changed it to the full game's page. I see your problem, but as far as I can tell SG works as it should. (Maybe the giveaway was before beta-key rules, I'm not sure ; but it's not cool that it prevents people from entering the real stuff today)
The creator didn't even logged in in the past 1 year, and entered only 1 giveaway in the 5 years they were registered, so it's safe to say that it's a "real" developer account. Maybe consider removing the demo on Steam, and mark it as not received? They don't lose anything and you'll have a chance to actually enter for the working, existing game.

Eh, I've been lucky enough around here without being offered games without winning them. I made the thread more because it's a problem I see and I feel it should be fixed, and if I'd've somehow noticed it for a game I had no interest in whatsoever, I'd've still pointed it out.

that's a mess up in the rules from the old and new sg.
beta keys can't be given away, but they surely allowed games like dota 2 five years ago.
you could send a support ticket asking to remove your feedback from that ga or to delete the giveaway (even if it has several copies, it shouldn't be here imo), since it's a beta key and it's invalid.
there's also this in the changelog:
June 27, 2017
Feedback now locks after it's in the received state for 30 days. After that point, users will need to submit a ticket to modify their feedback.
so only support will be able to fix this.

I brought this up in the announcement thread for the changes to giveaway entries, but given my comment was buried five-pages deep, I felt it might be appropriate to make a full thread about it in the bugs forum.
Almost five years ago, the developers of Guns of Icarus made a giveaway for 15,000 keys for beta access to the game; as fewer than 15,000 people entered, a total of 13,979 ended up winning that beta access. I have no idea how many of them went on to purchase the game, but for those of us that haven't, but still have an interest in it today, it's a bit disconcerting to learn that due to the aforementioned changes, we cannot enter new giveaways for the full game because the website believes we've already won it.
This is clearly a bug, as having won the beta access does not mean we own the game today. I'm not sure if these sort of beta giveaways were done for other titles, but if they were, they likely affect those as well.
