Make giveaways. You level up when they are marked as received. There are FAQs and stuff if you want the details of how much is required for each level.

Buy a game on Steam as a gift for your inventory, or many bundle sites sell games as key codes that you can use for giveaways. A good way to find cheap keys is; https://www.steamgifts.com/discussions/deals (although you can't use free games for giveaways)
