So this is what they answered.
"Thank you for contacting PayPal regarding coupon of $5.00 USD. I’m happy to assist you today.

So basically they got all your e-mails to sell to third parties and get money with this, and still they didn't give you the 5 USD coupon?

Oh, snap! True!
Still seems fishy for some reason.

Sent Paypal an E-Mail, they responded :
Dear X,
Thank you for contacting PayPal regarding your survey.
I have reviewed your account and in order to get the $5.00 applied to your account, please send us a screenshot of the email we sent you containing the survey. You can upload this screenshot to our website by following the instructions below.
They are saying that only if you got the e-mail that contained the link to the survey ( maybe nobody or a limited number of people got it ) which is gimmick and a stupid excuse. That it's just a "fugde you for helping us" in the face.

No idea if this is real or fake, but it's blowing up the internets right now.
Just click through the offers, pick the $5 Paypal at the end and enter your Paypal email.
Apparently it's legit, the website is owned by Paypal.
