The chance that anyone will get this coupon is very slim. Some people send e-mails about this to PayPal support and they answered them that promotion was valid only in USA for new customers / wasn't available in EU at all / was available in EU only for few countries. And they answer me that my account wasn't choosen for promotion at all.
