I thought you were asking if you would get it even if you only own Bioshock 2.
If you really want to get the remaster for the 1 as well, you could try to trade for it. It's been on Humble Bundle so you should be able to get it relatively cheap.

that is a fair question, but i do not believe even valve themselves could answer it. i think only the developer would know the answer to that really. it could very well be possible that the dev just complimentary licenses all the people that own said copies of games the remastered in row form, or they may very well go on a license by license (types/regions) scenario and each be locked to equivalent regions.
its one of those things that really could go either way tbh. safest bet would ofc be redeeming a version intended for your country (or row).

My only question would be what happens if i buy Bioshock (not remastered) after the upgrade, if i would get the remake or not (i mean, if i buy those keys for sale at humble bundle).
Whatever happens, im happy with this free upgrade thing

i know how it all works i just have the problem that i have bioshock 1 BUT RESTRICTED,meaning not in my country and i cant play bioshock 1. so will i still get the remastered and in my country,that was my question ;P

So i have bioshock 2 on steam but i dont have bioshock 1 on library,instead i have bioshock 1 on my inventory but sadly its a restricted gift which can only be redeemed in these countries: Indonesia, Malaysia, Philippines, Singapore, Thailand, Viet Nam.. so if i redeem it in my library ( i wont play it couse i cant) will i get the remastered but for my country? ty
