Situations like that make me think that the time of entry should have some kind of weight with regards to the likelihood of winning; it seems strange when I joined 2-3 hours after the giveaway was announced but lost, while some of the people who joined last-minute won.
But that probably wouldn't work at all

I see as though it is not activate on your account. If your friend won it on here and did not activate it, he is breaking the rules. You should tell him to use the key to activate it on his Steam account. If he bought it for you for the $4.99 price then it's fine, but not if he won it from here.

Even relative certainties have losers sometimes.
In early February 2013, Steam Gifts had a giveaway for 25,000 copies of the game "Galactic Arms Race". 16 percent of entrants did not win the game. This group is for them.
