I saw the note but considering that there is no package that contains both games I don't see why one would need to activate this one first. They're two separate apps.
Unless they mixed it up again and instead of the full game Return of Red Riding Hood Enhanced Edition which is advertised on the bundle page, they actually deliver the paid DLC Non-Linear Text Quests - Return of Red Riding Hood Enhanced Edition for Non-Linear Text Quests

That sub is not the DLC, it's the game's store sub and it also includes the DLC.
So IndieGala actually did not fuck up, it's just that either the Steam package is not configured ideally, or Valve did something dumb to prevent granting DLC for unowned products.
Maybe it's because https://steamdb.info/app/1170100/info/ (the DLC) has MustOwnAppToPurchase Non-Linear Text Quests (1170100) (the free game), and that is included in https://steamdb.info/sub/155105/info/ (the game store sub / key from this bundle, as you say)..
