Problem solved, turns out for some reason my "Documents" folders default location was changed or something like that which meant that the "My Games" folder with Oblivions settings file in wasnt in the place Oblivion was looking for it so it just launched with the default settings. You werent able to fix the problem but you all offered more help than any of the other forums I asked on and for that I thank you.

I was playing Oblivion in windowed mode fine for weeks but last night when I launched the game it said something about detecting video settings as if it was my first time launching the game and ever since then I've not been able to get it to launch in windowed mode.
I've tried, restarting steam, restarting my laptop, uninstalling/reinstalling Oblivion and messing with config files but nothing works, it always launches in full screen.
I cannot play in fullscreen, I like to multitask. Any help will be appreciated
