I won 2 days ago a giveaway.

His account is suspended. I tried to add him to Steam, but he never add me.

Does it mean that I'm not going to receive my game?

Calling out will get you suspended as well. You should remove the link.

If he doesn't want to get in contact with you, simply mark the giveaway as "not received" after 7 days and move on.

also don't call out users.

Remove the link mate. Naming is against the rules here (at least I think so). Just explain that the giveaway creator has been suspended and you have no idea what to do.

Personally I have no advice for you coz I have no idea.
