Why can't I give this game away?

Usually if a game can't be given away on SG, it means it's been given away for free before. There was a thread about it here.

My guess would be it was given out free ? Idk try contacting steamgift support?

Edit : that seem to be the case. You might consider giving it away on a giveaway group.
