There's no rule, just generosity. Yes, people BUY them only to give them away. Deal with it. ^^

I think most people buy bundles which provide both DRM-free downloads and Steam keys, then download the games and give away the Steam keys. Which is kind of a dick move. Another thing is games people already have when buying Steam game packs. Yet another thing is people just giving away games to be nice!
