My advice to you is to read the FAQ and see if that helps since this kind of stuff is mentioned there as well under 'Contributor Value and Levels'

If the game has not been free in the past or is free right now, then yes, you will get to level 1.

If it is not free right now, it is a good bet that it is in Steamgifts database. See FAQ on how to see this.

If the game appears as "Reduced Value" it was bundled and gives you 15% of current US Steam price as CV. "No Value" it was offered for next to nothing or was completely free at some time giving you 0 CV.
