Gifting directly from Steam Store is a huge headache at the moment.
First of all, if you want to avoid a lot of rerolls you need to find a way to limit the entries to people from regions where the game is not 10% more expensive than yours. Doesn't matter if you're from Canada and want to send to the US, if the game is 10%+ cheaper for you than for the winner Valve will not allow you to send it.
Assuming the winner is from a region that is eligible to receive it then you have to add him on Steam.
If you decide to go the Steam Store route make sure to have your giveaway end quite a bit before a sale ends(up to 2-3 days earlier, and even then you might run into problems) so if you need to reroll you have some time available before the sale ends. It still can happen that you won't be able to get a "correct" winner before that so be prepared to get a "Not Received" if everything goes wrong, at least till you can afford it.

We are the most expensive region in all but a handful of games (usually Polish publishers offer sane prices). And the amount of games where we have a region more than 10% more expensive than us is significantly low.
Plus since you decide on the game you can just check the pricing in SteamDB.

I believe safest bed would be to make the giveaway for the same country/region you are in if you will have a gift. Steam screwed gifters lately and if the winner is in a region with price difference +10% for the same game you will not be allowed to gift them at all.

That's unfortunately true apart from Poland and Germany. So maybe should check price in other regions that are available. I'm sure they is a way and I hope SG adds more regions soon.

As it was already stated, the regional pricing shouldn't be an issue if you're from EU1. But if you want to gift discounted games, beware of choosing a too long duration of the GA. The weeklong deals and the Summer Sale might be comfortable. Coupons are also a good reason. For short discounts I'd only create white list GAs, since the users are more reliable.
Other than that, I'd recommend to use Steam wallet only for yourself right now and buy keys from trusted resellers for giveaways. Not only for safety, but for punishing Valve at least a little bit for this move.
