I didn't really use Steam much before last Halloween, but I don't think I have seen any Halloween sales. As far as I know, they do add achievements / items though.

Steam did a Halloween sale last year. A lot of games containing zombies, ghosts and stuff like that were on sale if I remember correctly.

Christmas Sale preparations in early October? Yeah right... It would still be way too early for the Halloween/Black Friday/Cyber Monday Sale.

I bet it's just because both XCOM and Dishonored got released moments ago and their servers are taking a beating now.
