Once Fanatical gave me DLC for RU version of Dishonored, when I thought I buy standard version which I needed for my copy. Got chat with Fanatical and their support guy told me to use vpn to buy it from country for which I want code. So I assume someone outside will get different code restriction. But I suggest you go by their country checker one country by one to make sure for which countries your key is.
Also I haven't used vpn to buy codes again, so I can't confirm that will work what support told me.
