Depends. For a chemistry major "water" (yeah, just damn clean distilled H2O) in a tube does not conduct electricity.
For all other people... they'll probably die shouting "don't worry, it's safe, water doesn't conduct electricity" :D
I guess, absolutely technically speaking water does not conduct electricity. Too bad in reality there never is pure water.
