Are there any good Strategy RPGS on Steam

Wakfu, it's an mmo by SquareEnix. There is a f2p model and a p2p which is around 5 dollars a month. The entire game has a player driven economy, the game doesn't even have vendors and is all about learning all the trade skills in the game. It also features a mayor system where players can vote for another player to become mayor of a town. The combat in Wakfu is just like playing ff tactics.

I played it when it was in beta and really liked it, you should give it a try.
