Some games don't correctly tell the GPU that it should work. This problem occurs with Dark Souls, for instance. In some cases, the GPU stays at idle speed while it's supposed to go faster. Check out this, it might help.

Are you using a laptop? I have one and games usually detect the integrated one and I have to make the game detect the gpu in the control panel of the gpu.
