What's with all the Insurgency copies?

Is it on sale somewhere? I don't remember it being cheap on Steam any time recently - so is there an independent site selling it for lower than normal?

Humble Bundle, it gives 4 copies for a dollar, and you get a bonus game for sharing one of the copies.
