When someone who win the DLC dont have the game , I must to give it to him ??

Request a reroll, you are not supposed to enter dlc if you don't own the base game.

Sometimes steamgifts are bugged, certian games shogun as one of them have problems with this.

So it happens. Just request a reroll and it is all good ^_^

You still have to give it, you just have to ask support to select a new winner first.
