Pretty sure people have created key giveaways in the past. Since you are giving the game it shouldn't matter if its a key for or gift as long as it not region locked. A mod can correct me if I'm wrong.

Not a mod but the rule is only tradable copies of it can be given away, it's in the rules.

Keys were allowed until Valve decided to create region-restricted keys. Ever since then DotA 2 keys have been against the rules
