Whitelist and Group GA

How does it work? I thought I needed to whitelist people to be able to enter in their just whitelisted people giveaways, but it's the opposite? I don't understand :/
And I suppose group giveaway is from Steam groups, right?

People on your whitelist can enter your whitelist giveaways.

For you to enter another persons whitelist giveaway, you have to be on their whitelist.
