Quick question, I will be out of the country with no access to steam client on the 16th - will I be able to add the game to my library via a browser or something? I think something similar was done when people took advantage of the free game xp to add them to the library via a script, but I don't know how to do it manually just for this single game.

If they do it the same way they did with Sniper Elite V2 and other limited time free games you should be able to add it to your account from a browser.

The shop is basically a website, and Steam client is indeed a web browser, so yes, you can "buy" it for free on Oct 16th even if you don't have the client by then.

I remember when portal was given for free years back, i just went to browser page and added it to a newly created steam account

didn't need to download the client back then and wouldn't do so for the next few years, lol
