request a reroll, enclose evidence (as in screenshot) that you tried to contact the winner.

Have you tried sending them an email asking to accept your friend request? I had some issues last week sending the gift by mail, had to contact the receiver and befriend them first.
EDIT: missed that the receiver already got that game, just request a reroll.

it seems like your winner that marked it non-received already has the game - make sure you still have that copy to giveaway then you can also request reroll saying that winner already has gift...at least, that's my impression since i don't know all the details

He must have gotten the game from the WGN mass giveaway. You can ask support for a reroll.

Thats why I NEVER email gifts, only PvP through steam chat!
