Foils increase at higher levels. I found around L80, I started getting them somewhat regularly. L27 is much lower chance.

Uh, no. 10% increase for every 10 levels, much as you get a 20% increase for Boosters. Its still rare as hell, but I can get one or two Foils a week now.

20% is what I said for boosters. The information on foils was mentioned around the same time. But if they are truly wrong, then clearly my foils haven't started dropping all the ****ing time.
Since they have started dropping a lot more, I'm going with the information that they are boosted by level.

The user also didn't ask if the chances are boosted at any point. I just know that it was said at the same time it was mentioned the drop chance for boosters increase at higher levels, and I've gotten a lot more as I've levelled up. Got nearly a dozen holiday foils over the Christmas sale. If its 1% chance flat, then my account is clearly ignoring those odds as its happening too often. When I was farming about 300 cards, I got 7 or 8 foils.

If the chances were boosted at a certain point I believe the employee would have said that, but w/e. The 1% chance doesn't mean that you will only get 1 foil for each 100 cards dropped to your account (or for your case 3 for even 300 cards). You could get 100 cards and 15 of them would be foil or none.
Another example is my alternative account to farm cards. Its level is 11 while my account's is 51 and I got way more foils there than I did on my main.
Anyway you are free to believe whatever you want (who am I to judge that or criticize that), I just stated my thoughts based on my own personal experience and what the employee said :)

Well the discussion was based on the level of a user. If not it is affected by the amount of users that own a game that's a whole different story. Nothing is clear with Valve's policy and the only verified information (other than Valve's topic that explains what foils are etc.) was the thread Icebound posted below.
Now anyone can believe anything, but I'll go with that info as it is, unfortunately, the only verified one.

Random chance aside, if you're getting more cards now than you do before then it stands to reason you're also getting more foils than you did before.
Sometimes, perception can make it seem like you're getting much more than you're actually getting.
Its like how people say that in XCOM 60 to 70% shots have fewer relative misses than 80 to 90% shots do.

Aside from the early days, Valve got card drops down to a steady 1 per 2 hours pretty quickly.
As long as you run a single title at a time, they should drop like clockwork every 2 hours regardless of title or level.

Like I said above, due to the nature of chance - if you get fewer cards in total then the rate may seem skewed.
Unless you recorded every single card drop and catalogued them - odds are its just your perception messing with you.
Much like how someone may feel that the high percentage shots in XCOM result in more misses than warrented. But when put on paper it turns out that the rates don't like.
Its just our perception of it, because we have certain expectations we start noticing the deviation from that expectation.
Whether its the misses in XCOM or the foil drops with this.
So I guess the question is, did you? Catalogue your entire card acquisition history =P

As someone who is level 186, I can say this is pretty false.
I get foil cards the same now as I did when I was level 20.

Hmm, I think it's the same percentage chance of foil cards for everyone. And during the sale, I only got four foil cards out of around 900 total.
Now, I have received more booster packs on an account level 200 vs one level 20. I assume that's a combination of being eligible for more (2200 eligible games vs. 1000) and the higher percentage chance to get booster packs with a higher level.
But it's still just random. I've had weeks getting no booster packs on my level 200 account, and a couple on the level 20 account. Oh well. :)

As others said, foil is always flat 1% chance, only booster drop chance increases slightly every ten levels. I had a few thousand cards pass through my hands in packs and drops, on a lvl 80-100 and a lvl 20-30 account, and the chances was almost the same (moreso, I had more foil drops at my low-level account than at the main one).

If you're just talking about the chance of getting a foil from a booster, I've kept track of my last 14496 chances to get a foil and got 126 foils. So that's been roughly a 1 in 115 chance to get a foil from a card drop for me. (0.8692%) YMMV.

Yes, they are independent. Given a large enough sample though, he should expect a 1% return. I'm arguing that 30 boosters is not a large enough sample for him to be expecting a booster. Yes, technically he should see one roughly one time in a hundred. But that doesn't mean the 100th one will come up magically. Just that over time, that should more or less be the rate.
TL;DR - You're picking at semantics for no good reason.

I've opened like 8 Booster packs of undertale trying to get foils (either to sell them or to craft the badge.. dam foil badge is sexy as fuck)
but i havent got a single foil and it is getting frustrating ;-; is not such a big deal since 80% of what i spent on getting gems to craft the booster i get back by selling the cards but anyway ;_;
