If a game gets bundled, it will take some time until the game is added on the list for games with reduced CV.
If you give away the game during this time period, you'll get full CV at first, but as soon as it is added to the bundle list, you will lose some CV since they reduce it to bundle CV (15% of its value).
Or some game you gave away was removed from store, sometimes they drop to 0 CV value after that.

The game was added to the bundle list retroactive to November 23, 2016. It looks like on November 23, 2016, the base price was $29.99, and it went on a 90% sale, which dropped the price below 95% off in Russia and several other locations when converted (https://steamdb.info/app/304730/ ), which is the criteria for it being considered bundled. They must've just gotten around to adding it to the list now.
