Should I be able to reroll?
No, this is concerning a gift being sent directly through Steam. I am already aware of the HB situation, but Steam unfortunately is not so explicit who you can send gifts to...
That, and SG doesn't provide a way of locking for more than one region. Being in the US, I can pretty much send to any region, with the exception apparently of the EU.

According to support, they will let me reroll with permission from the winner. It's a widespread issue, so I guess they have to work around the problem until a better fix is found.

I just had some giveaways end last night, and apparently I am running into an issue with currency exchanges. Two out of two winners that I have tried to send to so far are apparently in regions that have a high difference for pricing. I am in the US, and a few winners are in the EU, where apparently the prices are much higher.
Would I be allowed to reroll in the event that the gift is not able to be sent? Answer from support would be most beneficial, but if you have prior experience in the matter that works too.
