Yes, you can make a foil badge from a complete foil set, nothing special IMO, other than bragging rights, it's just another badge.

It took a while to find this one. Since steam does not list it on the game's page. I could not find any of the cards to pop up in the marketplace.
I usually verify via Steam Card Exchange but the name did not pop up. The reason is it's listed under the foreign name spelling.
