I took a peek in your Steam inventory and I had exactly same restriction on Frozen Synapse Prime gift. Just select "no restriction" and it should be fine. If it was restricted for specific countries, it'd be written there (try looking at google images for example).

i looked into some dissicions on steam and it seems that what regeon i am in it will be ok in or something

Isn't it restricte to the region the person who activated the first copy belongs? Regardless of the fact it doesn't say anything? (Of course a person in a ROW region would still get the warning but the gift won't be, in practice, restricted).
