A quick question regarding game activation and region restrictions

So I just won a GOTY version of a game but steam says it is not available in my region.
Which is weird because the vanilla version and Survival Edition are available to me.
So if I activate what will happen? Will I get the base game and DLCs available to my region or just nothing.
I have to use VPN to access Steam so I don't want to get steam banned as it will look like I'm trying to bypass region restrictions.

i think you will get Ban VAC for try to activate one code that are region locked. Only my thoughts

VAC has nothing to do with connection or game activation.. it's related to cheating in game that use the VAC system.

He could get his account suspended though..

VAC ban= Valve Anti Cheat ban= Cheating in online games that use Valve Anti Cheat system (Counter-Strike, L4D and so on...)

never use vpn for anything remotely about steam. if it's not good for you, just ask for a reroll.

edit: or don't. your account, your choice.

i see. still, you shouldn't use vpn. you better wait till go home, or if you trust cyber cafes go to a cyber cafe and activate it without vpn. even if it causes you a suspention on sg for not activating it in a week, it's better than vac ban.

edit: comments above are true. it's not vac ban. it's even worse. you lose your account in the mighty name of eula.

Waiting to go home isn't really an option cause that would take until December.
I'll try using my mobile internet to do it. I've applied for a internet pack and waiting for its activation.

If it's just "not available in my region" you should be able to activate it without VPN and other stuff. You won't get VAC ban if you can activate it without VPN.
