So I recently got my Debit Card, and I'm trying to use it right now to buy something, but it's not working. So I figured I would just make a Paypal account and use that. Well, I tried to create one, but my email was already taken. I figured that I must have made one before and forgot about it, so I went through the process to reset my password. After I did that, I noticed that the account actually belonged to a Lee Tom in China. I really have no idea how on Earth that happened, but apparently it did.

Anyways, I want to close the account, but it's limited, so I can't. Apparently there's no way to close the account unless I provide my driver's license or something, which I don't exactly have. So now I have a Paypal account attached to my email, where my name is Lee Tom, and I live in China, making it completely useless. Am I just screwed?

That's very odd. Contact Paypal customer support and/or get a new email address, as it sounds like someone else has the password to yours.

I got an email some time ago from PayPal telling me to confirm my email address even though I haven't registered an account. The name is under lee tom too. Don't really see the purpose in using other people's emails for accounts and doubt that it's a coincidence.

You need to set your Internet payments limit. Usually/sometimes it is default set to 0$ and 0 transactions / day.

Log in on your bank account and find changing limits for card.
