The problem is this ticket related to steam sale, Because I changed my store region so maybe I can enter some new GAs especially as all games are on sale now
but it seems like I am gonna miss it :/

Even if I did, This is not related to your store region its only related to your (Groups, Games, Profile avatar and some other stuff)

A new ticket would get added to the back of the viewing queue, meaning that it wouldn't be viewed until after your initial ticket was viewed. As such, the only thing it'd accomplish is delaying staff later on. Likewise, bumping your old ticket moves it to the back of the queue, so same effect.
Short of editing your ticket's title to "URGENT: Please change my region before the Steam Sale ends!", there's not much you can do.

But, as mentioned above, region typically doesn't factor in to things much, especially since Steam made it so that nearly noone posts Steam purchases on the site anymore. Unless you're trying to get synced for a specific group or event, you're unlikely to end up having much need for it [I've yet to encounter a single region-restricted giveaway this season, other than for some keys from specific bundles, nor can I find any visible to me now. Likewise, being that I'm in the States, I should be a good position to see both the giveaways which restrict low-currency regions and the ones which restrict Europe].
