Please don't call out other users. If you send the key to their e-mail you can try adding them and checking if they had actually received it- sometimes e-mails get send to the spam folder or people just don't check their mails much. You can then send it trough chat. You can also ask them to mark it as received that way if you're being paranoid.
If they further don't mark it as received you can ask support while providing proof that you send the key (a screenshot of the chat with the winner should probably work for that). Also you should in general ask any further questions to support.
